Commerce Torquay is pleased to announce it has received funding from the Department of Jobs, Precincts and Regions to support local business recover from the impacts of Covid-19.

We have named the program Kick Start Torquay and the money will provide grant funding to Torquay based Hospitality Business members of Commerce Torquay impacted by the Covid-19 pandemic. Funds will be available from receipt of funds from DJPR until April 30th, 2021, or when funds are exhausted.

Kick Start Torquay will provide funding to cover 50% of costs incurred in engaging trades to carry out repairs and maintenance on key business assets such as ovens, refrigeration, electrical and plumbing equipment, air conditioning and coffee machines as examples.

Grants will be available of up to $2000.00 exclusive of GST to cover a maximum of 50% of the cost of such repairs.

Applications are now open and will be accepted until April 30th 2021.

Members are encouraged to use a Service Provider that regularly service the 3228 postcode.

Hospitality business Members can apply for a grant by completing the Grant Application Form by clicking the ‘Grant Application’ button below.


Approved works will consist of:

  • Repairs to business equipment
  • Maintenance of business equipment


Non-approved works:

  • Repairs or servicing of motor vehicles
  • Repairs or servicing assets not owned by the business
  • Upgrading or enhancing business assets


The Commerce Torquay Board will vet and approve grant applications based on the agreed criteria on a first-in basis until all of the funds have been allocated.

The Grant Applicant will be required to complete all details and submit the completed and signed application along with a copy of the invoice for the works and evidence of payment for assessment by Commerce Torquay. Once approved, applicant will be contacted and payment for the agreed grant will be arranged.


Grant Application Criteria & Terms and Conditions

  • The grant programme is called Kick Start Torquay.
  • Grants are open to Commerce Torquay members who are current and paid-up at the date of their grant application and who own Hospitality Businesses that operate in the 3228 postcode.
  • Hospitality Businesses include: Restaurants, Cafes, Bars, Take Away food providers, Accommodation providers.
  • Grants are to retrospectively cover the GST exclusive cost of Approved Works that were needed to kick-start the business after the Covid-19 closures that were carried out after 1st January 2021.
  • Approved Works include:
    • Repairs to business equipment.
    • Maintenance of business equipment.
    • No other works will be considered for the grant funding.
  • Grants are to cover 50% (*1) of the GST exclusive cost of Approved Works up to a maximum grant of $2000.00 (*2)
  • Initially, grants will be limited to one per applicant business (*3)
  • Grant applications will open from 16 February 2021.
  • Approved Works should be carried out by a Service Provider that usually services the 3228 postcode.  The fulfils the objective of the grant programme by encouraging local businesses to use local services.
  • Service Providers should have a genuine connection to the 3228 postcode and either be domiciled or usually service the 3228 postcode.
  • Commerce Torquay reserves the right to carry out background checks of Service Providers to verify the connection to the 3228 postcode and may reject a grant application if there is doubt or clearly no regular connection to the postcode.
  • Successful applicants will be asked to provide feedback of their satisfaction with the programme and agree to provide this.
  • The Board of Commerce Torquay will contact all considered applicants to confirm details prior to accepting their application and paying grant funds. Depending on the volume of applications, The Board may not be able to contact all unsuccessful applicants.
  • The Board of Commerce Torquay will administer the grant programme and will apply the grant criteria in considering each fully completed application. The Board has sole discretion to approve or reject either a Grant or an Approved Service Provider application and is not required to provide an explanation to an unsuccessful applicant.


(*1) If funds remain available after 15th March, additional funding over 50% of the value of works carried out may be considered. 

(*2) If funds remain available after 15th March, additional funding over $2,000 may be considered. 

(*3) If funds remain available after 15th March, a second round of funding may be opened to member businesses.
